Traffic Court Records in Scioto County
Start with Portsmouth Municipal Court, Traffic Division. That applies when the ticket was written anywhere in Scioto County. That court handles adult traffic matters for the whole county. The Scioto County Municipal Clerk keeps the court docket. The clerk also takes eligible payments, and the record is open to the public. Note that this is not the Common Pleas Clerk. The Scioto County CaseLook system is the usual first stop for a traffic case lookup. A serious charge can move up to Scioto County Common Pleas later. That happens after the Municipal Court's preliminary process. Even so, CourtView is not the normal place to start with a citation.
You can visit the Scioto County Municipal Court Clerk. The office sits at 728 Second Street, First Floor, Portsmouth, Ohio 45662. The phone line is (740) 354-3283. Hours run 8:00 a.m. to 4:00 p.m. on weekdays. A citation for a driver under adult age goes to Scioto County Juvenile Court instead. That youth track sits apart from a general adult Scioto County CaseLook search. And no statewide Ohio trial-court search can stand in for the local Municipal Court record.
Scioto County Portsmouth Traffic Venue
The territorial jurisdiction of Portsmouth Municipal Court covers all of Scioto County. A ticket can be issued far outside the city. It can still sit in a court with Portsmouth in its name. The court itself states that it hears traffic and criminal violations countywide. It also runs Scioto County preliminary proceedings on felony complaints. A felony that goes further builds a separate record in Scioto County Common Pleas.
Portsmouth Municipal Court's Traffic Division page posts the court's traffic counter details. It also posts public fine information for Scioto County drivers.
Portsmouth Municipal Court runs the countywide adult traffic docket, with the clerk's record as the fallback.

Scioto County Traffic CaseLook Fields
The public Scioto County CaseLook form offers more than a ticket-number box. Its blank form lists several search controls for narrowing a court docket query. The Scioto County Traffic Cases box is selected by default. It covers the two published traffic codes. Other category boxes stay visible too. The Municipal Court search also spans criminal, civil, small-claims, and parking cases.

Finding Your Traffic Court Date
The court date and time printed on your citation control any required appearance. CaseLook's record search includes a Hearing Date filter. A separate calendar can also help locate a Scioto County municipal setting. Neither one replaces the citation itself for a mandatory appearance. If a Scioto County date is close, confirm it with the Municipal Clerk. Court web data may run behind the docket.
| Scioto County ticket or case identifier | Use the number from the Scioto County citation or a local traffic case such as TRD########A when the court has created separate charge cases. |
|---|---|
| Scioto County court | Portsmouth Municipal Court for the usual adult Scioto County traffic record. |
| Scioto County date and time | The Scioto County citation’s appearance setting, then the current record or clerk confirmation. |
| Scioto County hearing filter | Scioto County CaseLook offers a Hearing Date filter and a separate month/day calendar. |
| Scioto County current status | Read the current Scioto County court record or confirm with the clerk; no universal CaseLook result inventory was verified. |
Scioto County Traffic Hearing Calendar
The Scioto County CaseLook calendar is a separate tool from the payment page. Filters include Month, Year, Attorney, and Official, along with linked day cells and adjacent-month controls. Year choices span 2006 through 2046. The Official filter offers All, Judge Steven L. Mowery, and Judge Russell D. Kegley. Clicking a day leads to that day's docket. The calendar view itself does not spell that out.
Work the tools in order: citation date, then CaseLook record search, then CaseLook calendar, then the Municipal Clerk. A located date tells you when to appear. It says nothing about payment eligibility.
Paying or Contesting a Ticket
An eligible Scioto County Traffic Violations Bureau waiver can be resolved in person, by phone, by mail, or online. One condition applies. Full payment must reach the Scioto County clerk before the citation's court date and time. The online service covers eligible new citations without a mandatory appearance. Partial online payments are not accepted. The published telephone-payment number is 877-341-9588. At the counter, the court takes cash, debit card, credit card, Apple Pay, and money order. Personal checks are not on the list.
| Eligible payment | Contesting the charge |
|---|---|
| Full Scioto County payment before the stated court date and time is required. | Appear on the Scioto County citation’s date and time and enter a verbal not-guilty plea. |
| Scioto County payment can be in person, by telephone, by mail, or online when the citation qualifies. | The Scioto County citation’s mandatory-appearance designation controls the response route. |
| Scioto County online payment is a guilty plea to all listed charges and waives appearance and trial. | A Scioto County not-guilty plea preserves the court process rather than closing the case through waiver payment. |
Required appearances matter. Missing a required Municipal Court appearance can result in a warrant and notice to Ohio BMV.
The court says BMV may withhold license and registration issuance or renewal and suspend driving privileges until the case concludes. A missed date can also end ordinary online-payment eligibility.
Scioto County Traffic Payment Effect
Paying a Scioto County traffic ticket online is not the same as filing paperwork. Portsmouth treats the payment itself as a guilty plea. By processing it, you waive your right to appear and to a trial, the case closes, and the result goes to the BMV. The court lists exceptions where this does not apply. Felony or indictable matters are excluded. So are OVI and impaired-operation cases, leaving the scene, certain suspensions, driving without a license, a third moving violation within 12 months, fleeing, drag racing, physical control, illegal plates, very high speed, passing a school bus, some railroad-crossing matters, reckless operation, and overload violations.
One narrow local program exists. Portsmouth offers a $100 fine waiver on a distracted-driving specification if you finish the court-linked free course and file the certificate before paying the ticket. Beyond that, the court offers no general deferred disposition or defensive-driving dismissal. Portsmouth Municipal Court’s distracted-driving course page spells out the exact conditions for that waiver.
That course is a single published condition tied to one specification. It is not a broad payment option for Scioto County traffic court records or citations.
Court Traffic Record vs Driver Record
Two offices, two records. The Portsmouth Municipal Clerk keeps the court case file. It holds the citation or charge, each setting, case activity, the plea or disposition, fines and costs, and any documents on hand. CaseLook serves as the online locator, though it is not verified. For an official confirmation or a copy, the Clerk is the channel. Ohio BMV keeps a separate state driver-history record. Knowing the difference tells you which office can actually answer a court-case question about a Scioto County docket.
| Court traffic record | Ohio BMV record | |
|---|---|---|
| Custodian | Portsmouth Municipal Court Clerk. | Ohio Bureau of Motor Vehicles. |
| Purpose | Court case, citation, setting, activity, plea, disposition, and available court documents. | State driver history, convictions, suspensions, revocations, and related BMV actions. |
| Access route | CaseLook, written request or Municipal Clerk visit, and current copy method from the clerk. | BMV online request or BMV 1173 by mail, as described by BMV. |
Scioto County Traffic TRC and TRD Codes
The local rules assign the codes you will see in a Scioto County traffic docket search. Portsmouth Municipal Local Rules define TRC as Driving Under the Influence. They define TRD as All Other Traffic Offenses. Both sit under CaseLook’s default-selected Traffic Cases category. Leave that box checked for a normal traffic search. Do that instead of relying on a general case category.
A single citation can carry as many as seven charges. The payment system notes that related traffic cases may show letter suffixes after a TRD number. Examples include TRD########A, TRD########B, and TRD########C. That is why one ticket can return more than one case in the docket. The illustration applies to Portsmouth only. It does not set a format for Common Pleas, civil, or every Municipal Court case.
Fees and Copies
Fines, court costs, BMV charges, and copy fees are four different things. Portsmouth’s posted traffic amounts describe offense fines. Its May 1, 2022 traffic and criminal cost sheet lists separate cost totals. The Municipal civil schedule shows printout, certification, and exemplified-copy prices, which help as a guide but never promise a set traffic docket-copy rate. Ask the Traffic Clerk for the current cost and payment method before ordering a plain or certified copy of a Scioto County court record.
| Published item | Amount | Limit |
|---|---|---|
| Speed, 5 mph or less over | $115 | Posted traffic fine, not a copy fee. |
| Speed, 31 mph or more over | $210 | Posted traffic fine, not a copy fee. |
| Traffic minor-misdemeanor costs | $110 | Posted May 1, 2022 cost total, separate from the offense fine. |
| Reckless-operation minor-misdemeanor and traffic, all other costs | $140 | Posted May 1, 2022 cost total. |
| BMV License/Bond Forfeiture fee | $25 | State BMV amount after the applicable failure-to-appear or payment process. |
| BMV Warrant Block fee | $15 | Separate state BMV amount, not a court fine or local warrant fee. |
No universal traffic-copy fee or request form was posted.
Missed Scioto County Traffic Date Effects
Miss a date and cannot pay online? Portsmouth says to appear at the Clerk’s office. Ohio Revised Code 4510.22 lays out the state process. The court can declare license forfeiture after covered failures to appear or pay. The BMV can then impose a Class F suspension and a registration block after notice. The block ends once you appear. That statute lists a $25 reinstatement fee. BMV’s current fee schedule separately lists the fees. It shows the $25 License/Bond Forfeiture and $15 Warrant Block charges.
Rely on the current Municipal Court record and clerk for answers. These figures do not imply any unstated local warrant charge.
